Jean-Marc Ogier


Prof. Jean-Marc Ogier has been President of La Rochelle University since 2016. Since his first term as President of La Rochelle Université which was renewed in 2021 under his initiative, he has profoundly reformed his institution, to create a new model of "impact university", based on a number of fundamental concepts: interdisciplinarity, personalized educational training programs, scientific specialization of smart urban coastal sustainaibility, strong territorial anchorage and campus exemplarity.He is also the chair of the Governing Board of the European alliance EU-CONEXUS, which gathers 8000 staffs and more than 70 000 students allover Europe (https://www.eu-conexus.eu/en/home/who-we-are/ ), and which follows the model of La Rochelle Université.

He was vice-president in charge of digital policy at la Rochelle university from 2001 to 2016.Holder of a Phd in artificial intelligence obtained in partnership with the company Matra MS&I, Prof. Ogier was the head of the L3I research laboratory of La Rochelle Université (computer science research laboratory of the La Rochelle University), which has over 120 members and works mainly on Interactive and Intelligent Digital Content Management.

Concerning research, at the national level, Prof. Ogier was Deputy Director of the GDR I3 of the Centre National de la Recherche (CNRS) between 2005 and 2013, bringing together more than 1,000 researchers. At the international level, he is the France's representative on the IAPR governing board, which is a prestigious US-based International Association for Pattern Recognition (IAPR), gathering more than 10 000 researchers in the world working on Artificial Intelligence. In the context of the international scientific animation of this IAPR association, he was the Chair of Technical Committee 10 (dedicated to Graphical Recognition) from 2010 to 2015, and was also the Chair of Technical Committee 6 (dedicated to Computational Forensics) of the same association from 2016 to 2020.Jean-Marc Ogier has been general chair or program chair of many international scientific events dealing with intelligent reading systems and document analysis (DAS, ICDAR, GREC, etc.), each of which gathered several hundreds attendees.Author of over 200 international A-rank publications/communications, books and book chapters, he has managed several French and European projects with public institutions and private companies. In terms of relations with socioeconomic stakeholders, Prof Ogier created and chaired the association VALCONUM from 2010 to 2022, the aim of which is to bring together socio-economic stakeholders and academics, in order to foster innovations processes between academia and industry.

At the level of the conference of French university presidents (https://franceuniversites.fr/) he has been the co-chair of the Digital Committee from 2018 to 2022, and President of the Ecological Transition Committee from 2018 to 2020.

He is currently the President of the “Human Resources and financial Resources” Committee, and as such is a member of the France Universités management team.
