National Taiwan Normal University, with the support of the National Science Council, established an Institute for Research Excellence in Learning Sciences (IRELS) in collaboration with Pennsylvania State University in 2013. In 2018, the IRELS received funding from The Featured Areas Research Center Program within the framework of the Higher Education Sprout Project by the Ministry of Education and secured second-phase funding in 2023.

In the second phase, the IRELS continues to align with international trends in educational research, national policies, and societal demands. Embracing the spirit of openness, sharing, collective knowledge, and sustainability (OSaCKS), the IRELS endeavors to tackle educational challenges both within Taiwan and worldwide. Leveraging the university´s interdisciplinary expertise in psychology, education, technology, computer science, and special education, the IRELS integrates cutting-edge research in science education, digital learning technologies, educational big data, and educational neuroscience. This holistic approach fosters a coherent theoretical framework and mutually reinforcing research methodologies. The IRELS aims to become the premier institute in education research, offer a world-renowned paradigm for teacher education, and achieve sustainable development within the education industry.
