In response to the rising number of foreign student and foreign employees at schools or companies, the Steering Committee for the test of Proficiency-Huayu, assisted by NTNU under the commission of the Ministry of Education developed a scan test for Chinese as a Foreign Language. There will be two parts, listening and reading, for schools or businesses to know a test takers' Chinese ability in short time. 

The Ministry of Education held a press conference about the 12 years Retrospect & Prospect about Test of Chinese as a Foreign Language, TOCFL. In the press conference, the history and recent progress of TOCFL. 

According to the Ministry of Education, the Steering Committee for the test of Proficiency-Huayu, formerly named the center of TOCFL, was founded in 2005. The Test of Chinese as a Foreign Language (TOCFL) is a standardized language proficiency test developed for non-native speakers of Chinese. Throughout the years, more than 300 thousand people have taken the test. More than 40,000 people have taken the test over-sea.  

Vice President Sung Yao Ting said that there are three principles in promoting TOCFL. For example, public schools in India may not afford the material, so they have chosen to work with international schools. Second, we will try to set up an education system locally. The last principle is to find great partners with the high-quality product. 

In response to the beginners overseas, Executive Director, Chen Po Hsi said that in the second half of 2018, the committee will begin promoting the preparatory Chinese test. Those who have learned Chinese for over 30 hours with around 300 vocabularies can attend the preparatory test and know more about their own level of listening, reading and speaking. 

TOCFL can be taken in 33 countries and more than 300 thousand people have taken the test in the past 12 years. The number of oversea test takers is on the rise. The top three countries with the most test takers are Vietnam, America and Thailand.  This year, an easier preparatory level of Chinese Proficiency test was introduced. A scanning system for businesses and schools can be done in an hour and the result will be given right after the test.
