Fulbright Taiwan Establishes On-Campus Office at NTNU
National Taiwan Normal University (NTNU) has deepened its progress in bilingual education and campus internationalization through a formal partnership with Fulbright Taiwan's English-Medium Instruction (EMI) Team, culminating in the establishment of a dedicated Fulbright office on NTNU's Gongguan Campus. An inauguration ceremony was held on 22 April, marking a new chapter in one of Taiwan's most significant higher education collaborations.
The ribbon-cutting was attended by NTNU Executive Vice President Prof. Hsueh-Chih Chen, Director of the Office of Bilingual Education Prof. Liu Mei-Hui Lui, and Director at the Center for Academic Literacy Prof. Yi-Chien Lee, alongside Fulbright Taiwan Executive Director Randall L. Nadeau, Senior Program Director Kelly Chang, and Senior Manager Sonia Chan. NTNU's selection as the home base for Fulbright Taiwan's newest campus office is a recognition of the University's national leadership in bilingual education and teacher training. As one of only four universities designated by Taiwan's Ministry of Education as a Bilingual Benchmark Institution, NTNU brings decades of expertise in evidence-based language pedagogy. Meanwhile, the Fulbright Program is the United States' most prominent international exchange initiative, operating globally to connect scholars and partner institutions. As of 2025, Fulbright Taiwan has placed 238 American English Teaching Fellows and instructors in collaborative teaching roles across Taiwan. Vice President Chen framed the partnership as more than a language initiative: "Language is not only a means of communication. It is a lens through which we encounter different cultures and ways of seeing the world." He emphasized NTNU's approach of embedding bilingual development within a broader growth-mindset framework, supported by evidence-based educational strategies, and expressed confidence that combining NTNU's research expertise with Fulbright's practical teaching experience will open new frontiers in bilingual education design. Fulbright Taiwan Executive Director Nadeau echoed this vision, noting that bilingual capability enables not only individual advancement but also Taiwan's visibility on the world stage. Bilingual scholars can enable the country's research contributions and knowledge to reach international audiences and attract overseas students and professionals to Taiwan. The Fulbright office at NTNU's Gongguan Campus offers a wide range of services structured around three pillars. For students, Fulbright EMI English Teaching Fellows (ETFs) provide multicultural workshops, academic English workshops, one-on-one consultations, and in-class team teaching alongside NTNU course instructors. These offerings help students prepare for international academic and professional settings by building their cross-cultural communication skills and academic English proficiency in authentic, contextually rich learning environments. For faculty, Fulbright advisors offer EMI professional development workshops, classroom observation and feedback, one-on-one teaching consultations, and co-teaching opportunities. Workshop topics span EMI, English for Specific Purposes (ESP), and English for Specific Academic Purposes (ESAP), delivered in both in-person and online formats to accommodate diverse instructional needs across NTNU's colleges and departments. Notably, the partnership extends support to administrative staff as well. NTNU understands that genuine campus internationalization must reach beyond the classroom. Fulbright advisors will assist staff in strengthening workplace English communication, meeting and administrative English, international visitor reception, and culturally contextualized language use, elevating the University's overall capacity to serve a growing international community. NTNU has been at the forefront of Taiwan's national bilingual education initiative, developing curriculum frameworks, teacher training models, and institutional structures that other universities use as benchmarks. The Fulbright partnership reinforces this leadership position while bringing fresh international perspectives and resources directly onto campus.
